NOAA is monitoring the movement of the oil, testing for water safety, and doing excellent reporting. 

US Fish & Wildlife are charged with reporting all incidents. Since BP put a kind of gag order on workers not to speak w the press, and have made a concerted effort to not have dead animal photos recorded, it is necessary to have guardians of the wildlife, and the truth told.  The problem with having the corporation in control, it they have a conflict of interest in controlling their liability.
